NOTICE TO ALL RECOGNITION OF PRIOR LEARNING CENTRES AND TRAINING PROVIDERS

1. All Recognition of Prior Learning Centres and training providers are required to be accredited by the Estate Agency  Affairs Board (EAAB) for the prescribed real estate qualifications

This serves to advise that, in accordance with the provisions of regulation 7(2) of Government Notice R.633 of 4 June 2008 (“the Education Regulations”):

- all Recognition of Prior Learning centres wishing to assess against; and/or
- training providers wishing to provide instruction for;
the Further Education and Training Certificate: Real Estate (NQF Level 4) (SAQA QUAL ID 59097) and/or the National Certificate: Real Estate (NQF Level 5) (SAQA QUAL ID 20188), as the case may be, or any other qualification that is deemed to be equivalent to such qualifications and which may be accepted by the EAAB pursuant to the approved Equivalency Matrices for National Qualifications Framework Levels 4 and 5, must be duly accredited by the EAAB before their educational activities in respect of such qualifications will be recognised by the EAAB and/or any results attained as a result of such educational activities downloaded on the EAAB’s database.

2. Written application to the EAAB for accreditation

In order for a Recognition of Prior Learning centre and/or training provider to acquire the necessary EAAB accreditation for the relevant qualification(s), that Recognition of Prior Learning centre and/or training provider, as the case may be, must apply to the EAAB in writing for such accreditation. The application for accreditation must be signed for and on behalf of the Recognition of Prior Learning centre and/or training provider concerned by a duly authorised person. Should the Recognition of Prior Learning centre be a company or close corporation, a copy of the resolution of that company or close corporation authorising the person concerned to sign the accreditation application must be attached thereto. If the Recognition of Prior Learning centre is a partnership the accreditation application must be signed by all of the partners. It should be noted that training providers who intend offering the full qualification(s) are obliged, in terms of applicable legislation, to take the form of a duly incorporated company registered with CIPRO, in which event a copy of the relevant resolution of the company must accompany the accreditation application.

3. Accreditation requirements

The Recognition of Prior Learning centre and/or training provider must confirm in such accreditation application that such Recognition of Prior Learning centre and/or training provider:

3.1 has been duly accredited by the Services SETA in respect of the qualification(s) in question and, in addition, furnish satisfactory written proof to the EAAB of such Services SETA accreditation, which written proof should be attached to the accreditation application; [Training providers, if offering the full qualification(s), are further required to furnish satisfactory written proof of registration with the Department of Education and accreditation with UMALUSI.]

3.2 agree freely to allow the EAAB, and its duly authorised officials, access, at all reasonable times, to the premises of the Recognition of Prior Learning  centre and/or training provider for monitoring, moderation and verification purposes;

3.3 make the acquisition of the “Study Guide for the Professional Estate Agent: NQF Level 4” (“Study Guide”) as well as the proposed EAAB study material for  the NQF Level 5 qualification, when published in due course, mandatory for each and every RPL candidate and/or learner in respect of the relevant  qualification(s);

3.4 undertake to maintain a detailed inventory of all Study Guides allocated to each individual RPL candidate or learner, as required in terms of paragraph

3.3 above, and cause a copy of such inventory to be furnished to the EAAB within fourteen days after the purchase of the Study Guide for or by the candidate  or learner concerned;

3.5 ensure that all assessors and moderators that are, or may be, utilised by the Recognition of Prior Learning centre and/or training provider concerned fully meet, and comply with, all prescribed South African Qualifications Authority (SAQA) assessor and moderator requirements for the qualification(s) in question; 

3.6 within thirty days of the registration of a candidate for Recognition of Prior Learning purposes, or a learner, in respect of the qualifications in  question, inform the EAAB, in a manner and format to be determined by the EAAB, of the registration of such candidate and/or learner and confirm, in addition, that such Recognition of Prior Learning candidate or learner has duly acquired a copy of the study material more fully referred to in 3.3  above; and

3.7 ensure that the Recognition of Prior Learning process is conducted strictly in accordance with the broad strategic guidelines captured in the Guideline Document published by the South African Qualifications Authority in June 2004 under the title “Criteria and Guidelines for the Implementation of the Recognition of Prior Learning’ (ISBN: 0-9584572-2-0).

4.Issue of Letter of Accreditation by the EAAB

Once satisfied, after due assessment, that the accreditation application fully meets with the above criteria, the EAAB will issue an appropriate Letter of Accreditation to all compliant Recognition of Prior Learning centres and/or training providers who have applied for accreditation. Accredited RPL centres and training providers are reminded, however, that they may not, in any manner or form, make use of the EAAB’s logo as an accreditation symbol.

5. Retrospective issue of Letter of Accreditation

Should a successful accreditation applicant require the Letter of Accreditation referred to in paragraph 4 to be issued retrospectively, that applicant should indicate this requirement in the accreditation application and, in addition, furnish the desired retrospective date for accreditation. The applicant must, in such event, also furnish full reasons indicating why retrospective accreditation is required and the prejudice that will be suffered by the applicant if such retrospective accreditation is not granted. 

6. Position in respect of non-EAAB accredited institutions
 
The EAAB will not, under any circumstances, recognise the results of any Recognition of Prior Learning assessment and/or of any training provided by a non-EAAB accredited educational institution for the purpose of compliance with the provisions of regulation 4(1)(a) and (b) of the Education Regulations. The results of any such educational interventions will, consequently, not be downloaded onto the EAAB’s database. This will, of course, be to the detriment of the Recognition of Prior Learning candidate and/or training learner.
